Ok, it took me along time to get this to work but I finally found a solution.

People who were lost like me and Smurfy who had a retail copy of Arma 2 but bought Operation Arrowhead via Steam (Probley because of earlier access for us over in the UK).

Here's my solution to the mods not loading.

1. Go onto your steam games list. Click Add Game then Non-Steam Game.

2. Browse to your steam dir ("C:\Program Files (x86)\Steam") for me.

3. Select the exe file ("steam.exe") and then flag it and add it to your games list.

4. Right click the steam.exe file on your games list and then in the target box you want to do the following.

(Current)
"C:\Program Files (x86)\Steam\Steam.exe"

Put a space and then add the following after the " at the end.
-applaunch 33930 "-mod=C:\Program Files\Bohemia Interactive\ArmA 2;EXPANSION;ca"

Just so everyone is clear ("C:\Program Files\Bohemia Interactive\ArmA 2") may be different on your PC so check that out first!

Now your target line should look something like this
(Now)
"C:\Program Files (x86)\Steam\Steam.exe" -applaunch 33930 "-mod=C:\Program Files\Bohemia Interactive\ArmA 2;EXPANSION;ca"

5. The final part now is to just simply add your addons on like you did with normal Arma 2.
I wanted the British 3rd Para and UKF Weapons so I will add the following after the " at the end.
-mod=@BritishSkin;@BritishWeapon

Thats the name I gave the Addons in my Arma 2 dir.

6. Now we should have something final like this.
"C:\Program Files (x86)\Steam\Steam.exe" -applaunch 33930 "-mod=C:\Program Files\Bohemia Interactive\ArmA 2;EXPANSION;ca" -mod=@BritishSkin;@BritishWeapon"

7. Change the name of the Steam.exe in your games list to ARMA 2: Operation Arrowhead or w.e you want and let it rip!

Few points:
I'm not quite sure if the addons load from the Arma 2 dir or the OA steam dir so just chuck the Addons in both folders to be safe.

That's it anyway. Enjoy your game.
