Desktop\AAA\AutoRun.exe -mod=@light;@addons(both pbh files are in here)

Couple of things you did wrong.

Wrong forum. If it's for ArmA1 then it should be here.

You created that "@light" mod folder but have you also created an "addons" folder inside @light? Because that's where the pbo files must be at.
Wrong: @light\addonfile.pbo
Right: @light\addons\addonfile.pbo

What is in the @addons folder? Remember the addons folder from the game you don't need to load in the shortcut, it is always loaded automatically.

Why you run the autorun executable and not the arma.exe one?

C:\wherever\you\installed\arma\arma.exe -mod=@light;@policecar

There policecar folder is like this:

C:\wherever\you\installed\arma\@policecar\addons\all_pbos_here.pbo

both pbo files are in the addons folder. and the autorun was created when i made shortcut. i had to make the shortcut to set the destination inside the addons folder so it would run the mods but its not working

As W0lle pointed out, you do not need to associate the addon subdirectory within the target string, as the program does this by default.
As long as the mods files are located within the /addons subdir of the @light dir, and then you edit your shortcuts Properties/Target string to read as...
"*:\***\Bohemia Interactive\ArmA\arma.exe" -nosplash -mod=@light
... you should be good to go, as far as the pathfinding goes.

create a shortcut on your desktop. Then do all the modifing to the shortcut. This happens all the time when I'm trying to run Devmode in games and the .exe is protected in vista. a shortcut fixes it for me.

@OP:
What OS -& type- are you running, is your disc an Atari (NA) version, and was the program (ArmA) installed in the default locations, or did you choose an optional path during the installation process?
