Player 1: [ArmaOA+Addons] Player 2: [Reinforcements]

That is the starting point. Newer played Arma 2 via internet (I think we try Hamachi) and we are planning to play it today. So the question is that can we play without any problem via internet as co-op even we have "different" game? Player 2 also installed from disk, I have it on steam downloading.

What I understand, In Reinforcements, there is OA files inside, only the campaign and missions are deleted. So is it necessary for me to buy those 2 DLC packs, can we play for example downloaded missions that are intented for ArmA OA?

That is correct!
And, if player 1 is running OA 1.59 he will have all DLC content (which is the reinforcements content) in a lite version as well so both players can always play together.

Nope, as written above you can play missions which contain any DLC content, only you have the lite version of it (meaning ugly textures and low quality sounds).
Of course you can always decide to buy the DLC anyway, its worth it in my honest opinion.

Sure, as long as both of you have any required addons (if any) installed you can both play together.
