I got no idea what it is so I can't even search for it.

Simply it's blue text which comes from 0-3-1 or...Sometimes a name..."Payne"

How do people do this, and make them talk at certain points? I need to know to fill in gaps for my missions instead of silence.

I am sure there must be a way, but Iv'e not come across it yet, probably something to do with the setIdentily command, but Iv'e not been able to get it to work.
But You can make it so it appears that either an AI or a player is giving the order.
To use this command you will need to name the one you want to be giving the sidechat order, so for example name an Blufor AI dave, then create a trigger with blufor present and this on activation
dave sideChat "Testing 1-2-3"
Make a waypoint for the AI to run into the trigger zone, when it activates it does come up with the message, but it won't say dave it will be the AI's 1-1-B tag thats identified as the message giver.
Now if you name your player john and change the code in the trigger to
john sideChat "Testing 1-2-3"
When the AI runs into the zone It will be you saying the side chat, but it won't say john it will say 1-1-A (your ingame profile name)"Testing 1-2-3".

If you use sideChat the mesage is blue and only your side can see it.
If you use groupChat the message is green and only your group will see it.
globalChat is white and all on the server will see it Opfor and Blufor etc
vehicleChat is yellow and works, you guessed it, in a vehicle.

There is no customChat in arma2 but the others work.
