Welcome to Armaholic :-)

Why would you want to do that? All this causes is that you will have to release this config change as a pbo so everyone who would like to play your mission can download it. Without it nobody can play your mission.
Why not simply make yourself a template in which you place different groups with a layout you like, maybe even add them the weapons you want them to carry and simply copy/paste from that template into your new mission? This way you only need to create the groups once and your mission will not need additional addons to be able to be played.

But, if you really want to have this addon, search the Arma 2 addon editing section or the arma2: OA addon editing section. Someone else asked the same thing alittle while ago and W0lle answered his question how to do it.

Template would be ideal, all you need to do is basically make a mission, place what you want on it, and how you want it, and then when you build your regular missions for play, then load up your template mission and copy the groups or whatever, into your play missions and your done.

I do this with preset up script codes, and markers, and other stuff, its the fastest way to do it.
If you go the config route as Foxhound said your only asking for a headache, as if and when you play with folks or release your mission to folks, they will need your changed addon.

not worth it if you ask me, plus you'll have to figure out how to read, and edit the config, by the time you put that together, i would have built a full fledge template, and a few missions already.
