i want it to instantly move , it looks like it has a mind of its own , it moves when it wants to or sometimes it dont

It's never been possible to get micro control of AI vehicles with the exception of the drones.
Most vehicles have a minimum move distance, they won't move unless the distance is large enough to make it worth while.
cars and tanks are around 10 meters choppers around 50, I haven't checked for a long time to they may have changed.

They will also mess about and do daft things, that's the AI for you it's very poor in Arma games when it comes to vehicles.
