Did you use the Search?
If so you could have found this:
ModFolder for ArmA2 steam version

Visit my family webshop desteigerhoutshop.nl.

I and my friends play a lot of ArmA with RobertHammer's weapons. His weapons packs are usually not replacement packs, you need to add them to units yourself or use the weapon crates in which he usually includes.

One could make a modfolder by simply creating a folder named @modsfolder in your ArmA 2 documents folder or your ArmA 2 root folder. then you could go into steam go into properties in either ArmA 2 or A2 Operation Arrowhead and type this into the set launch options field:
=======================
-mod=@modsfolder
=======================

with operation arrowhead and combined operations you get an expansions field and you can easily select mods folders within the game itself!

I make my own units almost every time i create a mission by selecting their Loadouts manually through scripting.
For example with RH Pistol Pack:
====================================
this addmagazine "7rnd_32cal_ppk"; this addweapon "RH_ppk";
====================================
I always check the classnames of weapons in weapon packs when i install them so i can do this.
Tip: always check for classnames during installation of an addon.

I know this post is a couple of years old now, but i thought this would help people accidentally stumbling upon it.
This may provide more knowledge for people who are unaware of how stuff works!

Cheers!
