If you look at some the buildings, vehicles, etc you can see why the game runs so poorly, there's a lot of unnecessary details that take up resources. I'm talking about little grooves that can easily be done with diffuse or normal map, but they modeled it in. same with pipes that have indentions on them for no reason, because you never see them anyway. if you want to know the reason, you really have to study the little details. all those things eat away at the resources. you have one poorly optimized geometry, like a small building, and you place that all over the the map to create a town and that's why it lags awfully.
