Here is my specs: 2 x AMD Radeon HD 7970 3GB. Intel core i7 2700K. 8GB Corsair Vengeance RAM.Windows 7 Ultimate.

My hardware is really good, so I have no clue what is the problem, what is worse, it drops between 8-10FPS in city's, etc.

three things could be a issue

One: Arma 2 could be stuffing up
Solution: try reinsatlling the if it does not work google your problem

Two: It could be how ever i don't think so, it's your two Graphics Cards causing the problem
Solution:?

three: you could of pirated the game and it will FADE cause of it's copy protection
solution: buy the game

I've bought the game legally, I ordered it from Ebay. I've reinstalled 6 times. I think it maybe to do with my graphics card I'm not sure though.

Try just 1 instead of 2, see if that helps.

And, maybe its not the hardware at all, maybe your PC is infested with crap files and it needs some cleaning?
Turn all programs off which run in the background for starters.

I tried 1 and it just made it worse, it brought the FPS framerate down to 10. This PC I'm sure isn't infested (lol) because it specializes in gaming, so there is very little Media downloads, etc, mainly just installs of video games. I can achive high FPS framerate in ARMA 2. And just ARMA. However ARMA:OA seems to hate me lol.

Considering your system spec -which is very good- any falloff of FPS should be happening in ArmA II, and not in :OA.
How many monitors are you feeding?

Pull up both your ArmA2.cfg & ArmA2OA.cfg and check for anything obvious between the settings.

No doubt you've already gone over this but I'll ask anyway...tried updating (or rolling back) your Catalyst drivers?

I am fully patched as I am aware. I am using a few modifications, I'll list them below.
ACR Troops. Woodland ACR Camo.
ACE 2:RU. Advanced Combat Enviroment 2. Russian Faction.
ACE 2:USNavy. Advanced Combat Enviroment 2. US Navy with Marine Corps.
M2 Bradley Reskin.
SAF - Singapore Leopard2A4.
British FV432 "Bulldog" APC.
British Ridgback PPV.
Bedford TM.
Landrover 101 FC.
AAC Scout.
Patch Version: 1.52
That is all the mods I have at the moment.

No, I never mess with my drivers, I haven't ever touched a driver in my life, lol. I checked the ArmA2.cfg and ArmA2OA.cfg and there is nothing apart.

No, I never mess with my drivers, I haven't ever touched a driver in my life, lol.

I would say thats your issue than. Update to the latest version and see how it goes.
Also disable all custom content and run the vanilla game (default), this to exclude any bugged addons/mods (or a combination of them).
