BI's campaigns and mission's picture title has a great border effect which places black lines all around the picture and have the upper left and lower right corner to not be sharp.

I've seen this on some other user made campaigns and missions.

I wonder if there's a tool to do this easily...

Save an existing .paa overview pic from a default mission as a .tga file, then open this file in Gimp or Photoshop to create a template by erasing the area within the borders. If you use a layered file format you can then place screenshots behind the layer with the erased area and flatten it to save as a new mission overview picture in the .tga format and use Texview2 to save it as a .paa. Use of the old .paa plugin for Photoshop is not advisable, as it can result in odd sideeffects, conversion with Texview2 ensures it is correctly converted from .tga to .paa.
