That's kinda super old and probably can't handle newer PBO formats. You'll wanna get DePBO/ExtractPBOgui/MakePBO combination for the latest and greatest PBO handling.

https://dev-heaven.net/projects/mikero-pbodll/files and http://www.microsoft.com/en-us/download/details.aspx?id=30679 have what you'll need (x86 on the MS thing).

False positive most probably, what AV are you using? If you don't want that you can use the non GUI version too. You'd just drag files onto that exe.

I use norton. I disabled it and re-installed because norton sucks

Added 8 minutes later:

Alright so I am getting this error when I drag and drop the depbo.dll into makepbo.exe
The procedure entry point

Good call. :)

So those files have an install.bat, but what I do is just drop all the stuff from the rars into one folder in My Docs.

Then you have two choices. Either drag the files onto the extractPbo to unpack them or work registry magic to add that kind of thing to your rclick menu.

You can also just drag a folder onto MakePBO to make a PBO again.

Edit: Odd error, did you make sure to download all the new versions of those files, the ones from early July?

Right, that's expected. That's the Microsoft.com link I included above. Download the x86 version of it.
