Is a pentium d better for gaming than a core duo?

I have a pd 3.00 but im thinking of getting a core duo 2.8

Yeah, although ArmA only uses a single core, having two cores will reduce the usage on the other, 2.8Ghz is also a nice frequency that should be able to run the game nice and smoothly as well. I have 2.6Ghz AMDX2 OC'd at 2.9 and it runs the game nicely enough.

Core 2 Duo is much better. Be sure to get a good one like the E8500 or E8400. :)

Is it good enough for arma 2 though or just arma. My current one runs arma perfectly but arma 2 is ruf at some points

It should also work with ArmA II, providing that you also have a good graphics card and other system components. Tests show that ArmAII depends heavily on the CPU, 2.8Ghz x 2 should run the game OK (nicely playable) but not brilliant.
